Richard was born in Fairhope, Alabama. He attended Tuskegee University on a work plan where he graduated as an electrical engineer in 1961. Richard continued his education at the University of Pennsylvania and received his Master of Science Degree in Electrical Engineering. His studies included emphasis on large-scale computing devices.
Mr. Mitchell worked as a research engineer for the Department of Defense. He advanced from a journeyman engineer to the position of Program Manager for all Navy airborne systems of the Naval Air Warfare Center. This Center is a primary research development laboratory of the Department of the Navy. In 1986 the Secretary of Defense, the Honorable Casper Weinberger, appointed Richard to the Senior Executive Service, the highest civilian classification in the defense structure.
Mr. Mitchell has been instrumental in the development of numerous key weapon systems used in the defense of our nation. These weapon systems included the F-14 Tomcat, the F-18 Hornet, the P-3C Anti-Submarine Patrol Aircraft and the Marine
Osprey V-22 aircraft. His team of engineers designed and configured the prototype communication system installed on board the
Sylvia was born in 1941 in Dangriga, Belize. She emigrated to the United States with her parents when she was five years old.
Sylvia’s biggest dream in life was to become a teacher and she graduated with her Bachelor’s Degree from Cheney University.
Richard and Sylvia were married in 1962 and moved to the Philadelphia suburbs. They went on to have three children — daughter Darla (Steve), son Kevin (Victoria and Son Steven (Allison).
Sylvia was a devout Christian and volunteered as a Sunday School Superintendent for many years. She was also a creative artist and entrepreneur, founding “Sylvia’s Traveling Boutique” where she made and sold her own scarves and jewelry.
Sylvia went home to God In May 2013 and is the guardian angel of her children and nine grand children.
